FEMA is trying to make the hurricane victims pay back the money given to them. I would never give it back.

The money they are having to repay is money that they collected multiple times. For example, they went to their insurance agency to collect $2,000 for a damaged car, then turned around and collected $2,000 from FEMA for the same car. It is very close to being fraudulent and since all that is being asked from them is to set up a payment plan to pay the money back only to FEMA, I do not see what the problem is. They could be arrested and fined hundreds of thousands of dollars.
